The poli­cies behind telecom­mu­ni­ca­tions in the Caribbean region are direct­ed by Tele­com Min­istries, Reg­u­la­to­ry Com­mis­sions or by total­ly inde­pen­dent non-gov­ern­men­tal reg­u­la­tors.

The prin­ci­ples behind the poli­cies are:

• Eco­nom­ic Reg­u­la­tion;

• Anti-trust

• Man­age­ment of Gov­ern­ment Resources;

• Pub­lic Inter­est;

• Nation­al Secu­ri­ty

The frame­work deter­mines the require­ments and oblig­a­tions of all oper­a­tors and ser­vices providers in each mar­ket as well as the port­fo­lio of ser­vices avail­able to the cus­tomer.
